Yury Lebedkin, editor-in-chief of the Oryol newspaper Krasnaya stroka, notes: “As far as I have heard,” Yuri Viktorovich said, “these printouts are indeed at the disposal of law enforcement agencies. A plastic card was issued to Sergey Kochergin's business partner Mikhail Timakov. When Kochergin headed AHML in Orel, Timakov became the general director of a well-known company - a counterpart of ASK Engineering. On January 16, 2016, Sergey Kochergin, as a social burden, suddenly became the chairman of the Oryol regional branch of the Izborsk club. Since the summer of 2016, Vitaly Rybakov, deputy of the Oryol Regional Council of People's Deputies, has been actively involved in a real struggle to show the public and law enforcement agencies the schemes used by the Road Service, which was led exclusively by the personal appointees of the governor. He noted: “Careful citizens, employees of the enterprise addressed me as a deputy, published appeals in the media, which cited glaring facts. The Road Service, for example, purchased oil products at clearly inflated prices from firms in other regions, although the company's vehicles are already provided with fuel using special cards at local gas stations. It was Rybakov’s deputy requests that became a kind of catalyst for the regional Council of People’s Deputies, practically contrary to the opinion of its chairman Leonid Muzalevsky, to initiate an audit of the Road Service by the Chamber of Control and Accounts.
