Today, the potential of consumer cooperation in our country is huge. We are talking about the launch of new enterprises for the production of agricultural products, import substitution, industrial development, and attraction of investments. This will entail a reduction in unemployment and an increase in employment of the population, an increase in its income, as well as the income of the regions. The inscription on the posters of the 1920s read: "Cooperation will save the country!" But today we need to save the cooperation itself. How to do this - we will learn from the chairman of the board of the Central Union Dmitry Zubov.

Dmitry Zubov:Hello Pavel. Mutually.

Pavel Davydov:The new Tsentrosoyuz team, which appeared relatively recently, is trying to give consumer cooperation a second life. How do you do it?

Dmitry Zubov:Well, it's a multifaceted job. First, I want to say that the cooperation is not dead, it exists today and does quite a lot. We recently held a forum in Kazan, which was attended by cooperators from all over the country. Producers of not only agricultural products, but also industrial equipment arrived, guys who are engaged in new technologies. A large group of representatives of our universities arrived. And we made an exhibition, which showed that today it is still a fairly powerful structure, and it is too early for it to die. We hope that it will develop.

Pavel Davydov:Tell me, please, in your opinion, why did consumer cooperation in the system of the Russian economy turn out to be on the margins?

Dmitry Zubov:May I have a little history?

Pavel Davydov:Of course yes. We started with her.

Dmitry Zubov:So I took with me such an interesting document. This is a copy of the charter of the first artel, which was adopted by a group of Decembrists in 1831 while in exile in Transbaikalia.

Pavel Davydov: What are you?

Dmitry Zubov:And they created the first society. 1831 - 186 years ago - this is exactly the year of birth of Russian consumer cooperation.

Pavel Davydov:Let me take a look.

Dmitry Zubov:Yes, look. And many provisions of the charter are still very relevant and interesting. A society of equal opportunities was created. And conditions were created when people of different classes, different financial capabilities could unite in society to achieve some goals.

Pavel Davydov:In general, of course, a unique document.

Dmitry Zubov:And this is very relevant now. And 186 years of cooperation passed, let's say, on different waves: there were ups, there were downs. It developed especially actively in Siberia and the Urals in 1813-1821, this is called the "golden age of cooperation." I can say that by the time of the collapse Soviet Union consumer cooperation in trade occupied the first place among all ministries - 27% of trade.

Pavel Davydov:Wow, what a number!

Dmitry Zubov:Yes. And today, if we take the turnover of all consumer societies in the country, then it is somewhere in the amount of 6 billion dollars. But it is fragmented - somewhere better, somewhere worse. And the cooperatives today still have a huge network of stores, 40,000 of them (although there were 400,000), their own small businesses, and bakeries. And we hope that such a consolidation is now underway. And people just need a little help in modern conditions so that they learn to develop, unite and do this.

Pavel Davydov:But it is important to understand how the current model differs from the Soviet one, when it was the most effective.

Dmitry Zubov:Well, the fact is that the model is practically the same. It's just that your generation doesn't know what was before in cooperation.

Pavel Davydov:Well, I found the MJK.

Dmitry Zubov:And, did you find the MJK? Once in the Central Committee of the Komsomol I was involved in the creation of the MZhK, I was the director of the Center for Youth ...

Pavel Davydov:So you were at the origins?

Dmitry Zubov:Yes, I was at the beginning.

Pavel Davydov: Wow!

Dmitry Zubov:By the way, I will say that this movement is alive and relevant. And now young guys are applying, they are coming up with interesting proposals - to recreate a system when young people can build housing for themselves. And this is also a form of cooperation, association. And today is the first step with which we started: people should know what it is.

Pavel Davydov:Let's explain to those viewers who have not heard about it yet.

Dmitry Zubov:But in consumer cooperation, the main thing has also been lost today. Here I say that we have multifaceted work. And the first thing we set was to tell people what it is. After all, our task is not to create a ministry in the Central Union for making money. The most important thing is that we must create conditions for people...

Pavel Davydov:Where they can earn.

Dmitry Zubov:They must earn. Create conditions such that in any village, in any village, a person who wants to work can find a job.

Pavel Davydov:In what areas is consumer cooperation represented today?

Dmitry Zubov:Consumer cooperation today is represented mainly in trade. 60% of our turnover is trade. Moreover, it must be said that these are small and medium-sized villages, small shops, these are thousands of mobile shops that travel around the country. And they carry products to those regions where no merchant is lucky, because they are unprofitable.

Pavel Davydov:That is, in fact, it is a social function.

Dmitry Zubov:This is a huge social function. Consumer cooperation, on the one hand, earns, and on the other hand, it must spend the money it earns on solving social issues, often unprofitable.

And when I came, I was elected to the consumer cooperation, the first thing that struck me was the unique people who work there. As it is now customary to say - "people of the old school", who genetically understand that they work and should bring good to society, people and those who are nearby. We have thousands of such people working. There are whole dynasties when grandfather, father, son ...

Pavel Davydov:Can we remember someone?

Dmitry Zubov:For example, I was elected from the cooperation of the Gorodetsky district. There is Ivan Mikhailovich Erikov - more than 90 years old, and he continues to work. His son is in cooperation, his grandchildren came to cooperation. An entire dynasty! And they create businesses. These are procurement enterprises, they also have a cafe, they also have production workshops.

Pavel Davydov:And look what positive examples. And what prevents today to transfer it to other industries?

Dmitry Zubov:Does it interfere? Here's just a little bit. The first thing that gets in the way: many people have forgotten, do not know what it is, and do not know how convenient this form of business is. Here I have captured one document, I will show you. These are the 200 largest cooperatives in the world. And the cooperative movement in the world is very developed. And you see - on the first line are the cooperatives of France. 90 billion dollars capitalization.

Pavel Davydov:Wow! This is a giant corporation.

Dmitry Zubov:This is both the banking sector and the manufacturing sector. This is Credit Agricole bank. Agricultural insurance cooperatives.

Pavel Davydov:I have already looked through three pages: France, Germany, South Korea, the USA... But Russia is nowhere to be found.

Dmitry Zubov:And Russia is not. We tend to think of it as a small business.

Pavel Davydov:Dmitry Lvovich, you say that today there is not enough information. And why was there a so-called information vacuum in consumer cooperation? Who should talk about it?

Dmitry Zubov:Tsentrosoyuz should talk about this. Regional consumer unions should tell about it. We must convey (we see this as our task) the idea of ​​cooperation to the federal ministries, departments and major banks.

Pavel Davydov:So, maybe act through the Chamber of Commerce and Industry, which represents the interests of business?

Dmitry Zubov:Which way are we going today? First, we agreed with the Chamber of Commerce and Industry, signed an agreement, joined our efforts to develop this business. We agreed to sign agreements with the Ministry Agriculture, with the Ministry of Industry, with the Ministry of Economy.

And it is very important to separate the functions so that everyone is engaged ... If everyone does a little bit, then this flywheel will spin and work. We have taken the path when in the regions we sign a tripartite agreement - Tsentrosoyuz, the governor, the chairman of the regional consumer union. And in this agreement, everyone assumes certain functions. Cooperators should not just be consumers and wait for something to fall from the sky. They must do something themselves. The regional authorities should help in some ways, the federal authorities should help in some ways. And only in such unity we will get the result.

And we are now… There are practically more than 30 regions with which we have signed such agreements. And today our task is... The number of shareholders is falling steadily: there was a figure - 10 million, then - 7. And today, according to our statistics, somewhere around 2.5 million. But we should not force them to drive there. We must create mechanisms that will say that it is beneficial for people to unite to resolve these issues.

And today we find forms not of war, as they say. Trading networks and small producers are fighting. It is beneficial for retail chains to enter the regions, but they are not interested in taking the products of small producers - they are not packaged, not washed. Our task is not to fight, but to find mutually beneficial cooperation in this.

Pavel Davydov:Do shareholders have any risks today if they enter into consumer cooperation? Why am I asking this question? We can recall the construction of apartment buildings, where hundreds of thousands or even millions of shareholders were seriously affected.

Dmitry Zubov:No, there are no shareholders here, this is a different form.

Pavel Davydov:Therefore, I consider it necessary to explain this to viewers.

Dmitry Zubov:The shareholder does not deposit money. Today, the contribution paid by the shareholder per year is 200 rubles per year.

Pavel Davydov:Think about it, right? Everyone can afford it.

Dmitry Zubov:Everyone can afford. And this contribution, of course, does not allow us to develop the business, nothing. The main thing is that people unite to solve some issues.

Therefore, today, for example, we have found a mutually beneficial form of cooperation with Pyaterochka. Today we signed an agreement in which we are creating COOP-Pyaterochka. And we agreed that COOP stores will open in Pyaterochka stores. Not a section, not products, but a separate store. You will come - and a separate store "Pyaterochka". In return, "Pyaterochka" should also have something. We are in our stores, of which there are still tens of thousands, we will give them the opportunity to open their "Pyaterochka", but retaining our cooperative goods.

What else needs to be done? Today we are faced with a situation where our cooperators (and agricultural cooperators) have produced products in excess in many regions. It's important to keep. And people have to sell it and recycle it.

Pavel Davydov:And to find a consumer, and this is the most difficult thing.

Dmitry Zubov:We are now looking for partners who will build logistics warehouses, small and medium-sized, where we can receive products that will pass the quality there, go through procurement, packaging. And we must give chains and stores the opportunity to sell these products. Moreover, this is very important and interesting from the point of view of export, because we are now receiving from international cooperators great amount proposals for the export of Russian products.

Pavel Davydov:Dmitry Lvovich, in a word, a lot is being done today so that tomorrow consumer cooperation will remind of itself and help Russian economy develop rapidly again. When do you predict this will happen? In one year? In five years? Or maybe decades later?

Dmitry Zubov:Well, I think that such a trend has already begun. I can say that today in many regions (and I will give examples now) consumer cooperation has not died and is developing very well, in particular in Tatarstan, in the Ulyanovsk region, in the Nizhny Novgorod region.

I'll give you the numbers. Nizhny Novgorod Region has more than a thousand of its own stores, hundreds of small businesses. We held a forum in Tatarstan. Tatar cooperation - the volume of trade of cooperative enterprises is higher than that of networks that are present in Tatarstan. We must show how it's done. We must help.

Here I have a document here, where we must amend the seven laws. Unintentionally, due to a flaw, someone crossed out the words "consumer cooperation", someone forgot to write. And they interfere with traffic. Both the State Duma and the Federation Council help us very well in this matter. I think we will make these amendments and by law we will give people the opportunity to remove artificially created obstacles.

What do we need? Solve the issues of legislation, create financial stability, financial support and teach – what was the most important thing the cooperators could not do? - work with investors. Today we find such forms when we attract business, and big business that invests in partnerships, because it will not survive on its own. Therefore, our task is to preserve and take the best, to transfer from the old to the future, but also to add and teach them to work in new forms so that they can attract this business.

And here I can tell you one such thing: among the chairmen of cooperatives ... I am already in my seventies. But the contingent of our leaders - everyone is already over 70. And now one of the main tasks is to focus on our students. Few people know that there are more than 100,000 students in the consumer cooperation system of the Centrosoyuz. You didn't even know.

Pavel Davydov: Yes, I didn't know.

Dmitry Zubov:We have three universities - in Moscow, Novosibirsk and Belgorod. We have more than 50 technical schools and branches almost all over the country. And our students... So we believe that today we are changing many approaches to the education system. This is also one of the aspects that needs to be developed.

Pavel Davydov:Dmitry Lvovich, today you opened a whole universe for me called "consumer cooperation". I think our viewers will agree with me. The XXXIV General Meeting of Representatives of Consumer Societies of the Moscow Regional Union of Consumer Cooperatives took place in Moscow. The main issue on the agenda was summarizing the work of the Moscow Regional Union of Consumer Cooperatives in 2017. Vyacheslav Gennadievich Gubin, Chairman of the IASC Council, delivered a report.
He noted that, despite growing competition, an increase in the tax burden and an increase in tariffs, in 2017 all cooperative organizations of the Moscow Regional Union of Consumer Cooperatives ensured positive profitability economic activity, and many have strengthened their material and technical base and made significant progress in their development.
The total volume of activities of consumer cooperation organizations of the Moscow region in 2017 amounted to 18 billion 400 million rubles. 1 billion 600 million rubles were paid to the budgets of all levels and to extra-budgetary funds in the Union as a whole - this is the contribution of the consumer cooperation of the Moscow Region to the social work that the state is carrying out at the expense of the budget. 1 billion rubles were allocated for investments during 2017 - this indicates that the consumer cooperation of the Moscow region is working stably today.
In his report, the chairman of the ISPC Council devoted special attention to social work, which from the time of the foundation of consumer cooperation to the present day has been one of the priorities of consumer cooperation.
- The amount of social assistance to veterans of consumer cooperation, employees and shareholders, public organizations, social budget institutions provided by consumer societies in 2017 amounted to more than 180 million rubles, - V. Gubin emphasized. - I am deeply convinced that this figure is no less important than the indicators of economic growth. I am sure that no other non-budgetary organization in the Moscow region has such a volume of social work.
Particular attention is paid to our veterans, whose generations of consumer cooperation near Moscow was created. Today, almost every consumer cooperation organization in the Moscow Region has people who started working in the system back in Soviet times. We appreciate such people, we are grateful to them for their many years of conscientious work and for the fact that they pass on their invaluable experience to a new generation of cooperators. The regulation on the title of "Honorary Cooperator", which, at the initiative of the Council and the Board of the ISPC, has been adopted today by all financially stable cooperative organizations of the Moscow region, is one of the evidence that the consumer cooperation of the Moscow region takes care of its veterans.
The speaker also drew the attention of those present to such important question, as the interaction of consumer cooperation and government agencies. Today ISPC has a constructive, working relationship with the Ministry of Consumer Market and Services of the Moscow Region, which is headed by Vladimir Vladimirovich Posazhennikov. Also, in accordance with the policy of the Governor and the Government of the Moscow Region, ISPC actively assists farmers in the sale of their products. This cooperation between the ISPC and the Moscow region authorities will be expanded.
- In September 2017, an agreement on cooperation was signed between the Government of the Moscow Region and the MSPC, - said V. Gubin. - Under this agreement, the Government of the Moscow Region will assist in creating economic and organizational conditions for the development of a system of consumer cooperation, attracting cooperative organizations of the Moscow Region to supply food and other goods for state and municipal needs of the Moscow Region, as well as participation in federal and regional programs, sold in the Moscow region.
All this is aimed at achieving a common goal - creating more favorable conditions for rural residents of the Moscow region. The signing of the agreement is a sign of trust in the consumer cooperation system of the Moscow region on the part of the regional authorities, and we certainly need to justify it with concrete deeds. I have no doubt that the cooperation of the Moscow region will once again prove that it was, is and will be an assistant to the state.

In the debate on the main report, the Chairman of the Council of the PC "Ramensky District Consumer Union" O.V. Mironov, the Chairman of the Council of the Bronnitsky Consumer Society L.P. Nazarova, the Chairman of the Council of the Leninsky District Consumer Society N.N. Rostova spoke. Their opinion was unanimous: such initiatives of the ISPC Council and Board as the joint project “ISPC. Pyaterochka" and the accession of weak consumer societies to financially stable ones, as well as the course of the MSPC for the break-even operation of all consumer cooperation organizations - play an undoubted positive role in the preservation and development of consumer cooperation in the Moscow Region. All speakers expressed their full support for the policy of the Council and the Board of the ISPC and wished the Chairman of the Council V. Gubin to continue to defend the interests of consumer cooperation of the Moscow region as resolutely.
Then the floor was given to the guest of honor of the meeting, Chairman of the Council of the Central Union of Russia Dmitry Lvovich Zubov. He thanked the ISPC Council and Board for the invitation to the meeting and said:
- I am very pleased to see people in this hall who have a heart for their work. The task of each of us is not only to preserve consumer cooperation, but also to do everything possible to move it forward. This is our common goal. We must work in such a way that we are not ashamed in front of our descendants and that they are proud of us - just as we are proud of our predecessors, who worked all their lives for the benefit of consumer cooperation.
In the history of consumer cooperation there were different periods are often very complex. But in any, the most difficult circumstances, consumer cooperation not only survived, but became stronger - thanks to the wonderful people who work here. Such people worked in consumer cooperation in the past, such people still work today, and we hope that the young people who will replace us will honor the traditions of consumer cooperation and will also contribute to its development.
The most important thing is not to forget about the basic principle of consumer cooperation: "Strength is in unity!" The Central Union of Russia is always open for cooperation with the Moscow Regional Union of Consumer Cooperatives, we are ready to exchange experience with you and work together.
Vyacheslav Gennadievich Gubin thanked Dmitry Lvovich Zubov for participating in the meeting and expressed the readiness of the Council and the Board of the ISPC for mutually beneficial cooperation with the Central Union of Russia. In his final speech, addressing the representatives of consumer societies of the ISPC, V. Gubin said:
- For the Moscow Regional Union of Consumer Cooperatives this year is special. We will celebrate the 120th anniversary of the founding of our organization. ISPC, in accordance with the decision of the Council and the Board, has already begun to implement events dedicated to the anniversary. Already in May, regional competitions for the title of "Best in Profession" will be held among salespeople based on the Technical School of Economics and Law of the MSPC and among personnel specialists on the basis of the Moscow Cooperative College. The main solemn event to celebrate the anniversary is scheduled for August. We will celebrate all the best employees, shareholders, cooperation veterans who have contributed huge contribution in the development of consumer cooperation of the Moscow region.
I have no doubt that in the year of the 120th anniversary of the Moscow Regional Union of Consumer Cooperatives, all cooperative organizations under the leadership of newly elected Councils and appointed Boards will consolidate and continue the innovative development of all branches of economic activity and successfully implement plans for the development of consumer cooperation in the Moscow Region.

Speaking at the reporting and election meeting of the Central Council of consumer societies of the Russian Federation, First Deputy Minister of Agriculture of the Russian Federation Dzhambulat Khatuov noted that during the implementation of the import substitution policy, the role of consumer cooperation is growing rapidly.

“In order to develop and increase the pace of agricultural production, it is necessary to develop the activities of consumer cooperation, which should solve the issues of storage, processing, pre-sale preparation and packaging of agricultural products. This will create conditions for the formation of a fair purchase price, increase the competitiveness of small producers, reduce their costs and the cost of production,” Khatuov emphasized.

During the meeting, it was noted that the grant support for start-up farmers and family livestock farms, implemented over the past four years, has significantly improved the quality and volume of agricultural products produced by farmers. Today, farmers account for about 11% of the total agricultural production, and every year the contribution of farmers is growing steadily. In 2016, 900 million rubles were allocated from federal funds for the development of agricultural cooperation (2 times more than in 2015).

In some areas, small forms of management produce almost half of the total production volume. Farms occupy a significant share in the production of milk, potatoes, vegetables and fruits.

Concluding his speech, Dzhambulat Khatuov noted that the creation of an effective system of consumer cooperation organizations of the Centrosoyuz would give a powerful impetus to the development of farming.
