Why the leadership of the Nizhny Novgorod region and the city did not achieve this - we do not know. It is not even clear whether there was a plan for the reconstruction of Zvezdinka at all? And if not, then who should do it?
One version of the failure of the reconstruction is as follows. Not only did the head of Nizhny Novgorod-Transgaz change (instead of Shchegolev, who was “built into” the local elite, Mr. Yugay came from another region), but the economic situation of Gazprom, its policy in the territories, also changed. There is a point of view that the powerful Miller instructed structural divisions, such as Nizhny Novgorod-Transgaz, not to get close to the regional authorities, so that it would be easier to give up their many "wants". This is how Mr. Yugai abandoned legally non-binding projects.
It is worth noting that the new leadership of Gazprom's structural unit in the Nizhny Novgorod region did not swear allegiance to Governor Shantsev. Now it is clear that Kondrashov also did not have a relationship with the company. Evil tongues claim that Kondrashov, looking at Shantsev, decided not to go to the new head of Nizhny Novgorod - Transgaz to break his hat and get acquainted. I decided to wait until Yugai himself visited the head of the city - the city in which the company's office is located, which is responsible for 14 regions of Russia at once. Rumor has it that Shantsev has already asked Gazprom: "Where is the money?" and received a reasonable answer: "What money?" It is clear that Gazprom and its leaders will not support Shantsev in his claims for a third term. And by the way, sports-loving Gazprom does not support the region's sporting ambitions, and this is also an indicator of the relationship between the governor and the largest gas company in the country.
As for Yugay, he did not make promises to anyone and, apparently, did not sign any papers. And there can be no claims against him. But there are questions about the three-minute Kondrashov hatred. They say that Teploenergo carried out non-emergency work on Zvezdinka to replace communications that were not included in the plan for 2013. Following the thermal power engineers, builders were supposed to appear, who were supposed to bring the boulevard into a divine form. But they did not appear, and the city had to allocate 15 million rubles for the economic project along Zvezdinka instead of the ghostly 300 million rubles of Gazprom.
All this sounds extremely strange. It looks like Kondrashov is throwing down the gauntlet to Yugai. Like, everything is agreed, but Gazprom did not keep its word. It is clear that as an excuse in front of Nizhny Novgorod, this looks normal. And maybe someone will even consider the head of the administration of Nizhny Novgorod to be very cool, since he is in conflict with Gazprom itself. But in fact, everything looks as if Kondrashov forgot that he is not measured in the sandbox by strength and toughness, but actually leads the city, in which many interests are intertwined and everything is quite complicated. And such outbursts of anger will bring nothing but damage to the city.
The role of a backing vocalist under Shantsev in his difficult relationship with Gazprom and Miller is hardly optimal for a real head of administration. This, as they say, "kindergarten - trousers with straps," and not the position of the city leader.

Perhaps, in November, Nizhny Novgorod residents will learn the name of the new general director of Gazprom Gas Distribution Nizhny Novgorod. Felix Verkhovodov, the current head of Gazprom's subsidiary, is due to expire this month, and now there are rumors among gas workers that he will be removed from his post.
There are at least two reasons for this. First, changes are coming in the state agency itself. For a long time, Gazprom was considered a state within a state. It still has command methods of management and a planned economy. The company did not particularly need market instruments, since it did not adapt to the market, but broke through it for itself.
Now the situation is somewhat different - requiring more efficient management methods from the state corporation. Everything will start, of course, from the “head”, but then they will put things in order on the ground.
The Nizhny Novgorod region will not be an exception. In our region, gas workers are also accustomed to work according to plan. As much as the higher authorities say to connect or disconnect, they will do so much. In district divisions, directors are akin to wedding generals: they practically do not rule the economic process. But sometimes an individual approach is required for individual clients.
However, it is the management of Nizhegorodoblgaz who approaches clients individually. Some objects in the region are gasified rather quickly, but for some reason the gas pipeline goes very slowly to others. This includes commercial properties. That is why they began to see commercial interest in the activities of Felix Verkhovodov. This is the second reason why a top manager can lose his post.
Felix Gennadievich has occupied it for more than 10 years: in 2004, he replaced Nikolai Karmanov with him. And soon after the reorganization, Verkhovodov already began to be designated as the head of two companies: Gazprom Mezhregiongaz Nizhny Novgorod and Gazprom Gas Distribution Nizhny Novgorod. He managed to sit on two chairs until the spring of 2015. Then Sergey Komissarov was appointed to the post of General Director of Gazprom Mezhregiongaz Nizhny Novgorod. Why they did not renew the contract with the former head - you can guess. Probably, by that time Verkhovodov had already sufficiently discredited himself before the parent Gazprom. It is said that he had a number of questions after the federal audit. It is not clear what was found in the documents of the organization. But Felix Gennadievich personally "became famous" for his oligarchic manners.
In recent years, he began to actively buy historical real estate in the center of Nizhny Novgorod. He paid more than 160 million rubles for the Bugrovskaya Noss House, 111 million for the Kamenskaya mansion on Verkhnevolzhskaya embankment. I also wanted to buy a neighboring building for a tidy sum, but I could not. A simple man in the street is left to wonder: how did a person manage to earn so much money? Of course, salaries at Gazprom are exorbitant, but not as much!
On the website of the company Gazprom Gas Distribution Nizhny Novgorod, it appears that Felix Verkhovodov began his career in 1998 as head of the regional energy commission. Was he really unemployed before that, before the age of 32? Of course no. By that time, he was already considered a successful businessman, although he was not yet on the short list of the local elite. But as the head of the largest gas company, he immediately found himself in it.
The political weight of Verkhovodov and his material well-being grew. Today he is ready to record himself as an honorary patron of the arts, and at the same time as a collector. So, the Nizhny Novgorod oligarch recently celebrated his 50th birthday with an exhibition of paintings. In addition, he again got the mandate of a deputy of the Legislative Assembly. Probably considering this an argument for keeping him as general director of a gas company. But in the current situation, this is unlikely to be of decisive importance. Changes are also coming in the parent Gazprom, and the positions of Alexei Miller, whose protege is Verkhovodov, are no longer so strong.
Most likely, the shareholders of the state corporation will want to rotate personnel in the Nizhny Novgorod region. Question: Who will be entrusted with the responsible post of Verkhovodov? It is unlikely that Sergei Komissarov, like Verkhovodov, will lead two organizations at once. Most likely, this will be another person who has recently worked outside the region. Although there is an option that some of the representatives of the local elite will be employed here, so that it would be easier to build relations with the authorities. In any case, the renewal of personnel in the "daughter" of "Gazprom" is not far off.

At present Gazprom Transgaz Nizhny Novgorod LLC is a structure even more closed than other defense enterprises of the Nizhny Novgorod region. Since Vyacheslav Yugay replaced Igor Shchegolev as head of the company in 2012, the Nizhny Novgorod subsidiary of Gazprom has completely dropped out of regional politics, has withdrawn itself from participation in social projects, and no information has been received from there at all.
It is a well-known fact that the theft at Gazprom reaches astronomical proportions not only in the implementation of major federal projects, but also in fraud with the regional subsidiaries of the gas monopoly. A series of "gas" scandals swept through the Nizhny Novgorod region, where the top managers of Gazprom Transgaz Nizhny Novgorod were suspected of tax evasion, and the management of Gazprom Gas Distribution Nizhny Novgorod (Nizhegorodoblgaz) was suspected of asset stripping.
In fact, Gazprom Transgaz Nizhny Novgorod has turned into a cat that walks by itself, and the general public does not know what is going on behind the walls of the company's residence on Zvezdinka.
It is clear: money loves silence, and big money loves deathly silence. Nevertheless, some information about what is happening in Gazprom Transgaz Nizhny Novgorod is still leaking. And they reinforce the suspicion that the top management of the gas industry is primarily concerned with "kickbacks" and "cuts", and only then with everything else. For example, it became known, to put it mildly, about a dubious purchase carried out by a gas magnate in December last year.
It turned out that OOO Gazprom transgaz Nizhny Novgorod leased real estate objects from PJSC Gazprom, including the main gas pipeline, buildings and structures, worth 538 billion rubles for 26 billion rubles. The contract is valid until October 25, 2016.
It should be noted that, according to the Unified State Register of Legal Entities for OOO Gazprom Transgaz Nizhny Novgorod, the founder of the customer company (i.e., this OOO itself) is the lessor, that is, Gazprom PJSC. In addition to lease agreements, PJSC Gazprom and OOO Gazprom transgaz Nizhny Novgorod also have other agreements (for example, an agreement for gas transportation, including through leased main gas pipelines). It turns out that "Gazprom" actually rents facilities from itself?
Based on this, some experts conclude that the transaction was sham, and as a result, Gazprom Transgaz Nizhny Novgorod was able to unreasonably include lease payments in expenses that reduce its taxable income. Thus, it turns out that, by cheating with rent, the structures of Gazprom underpaid about 5 billion rubles to the budget. At the same time, the taxes levied on Gazprom and its subsidiaries are pensions and salaries of state employees. Is this how the Nizhny Novgorod gas workers imagine their social responsibility to the region? The more money you get out of here, the better?
By the way, at the end of December 2015, a scandal broke out related to an attempt to withdraw PJSC Gazprom Gas Distribution Nizhny Novgorod (Nizhegorodoblgaz), which is part of the Gazprom Gas Distribution group of companies, from state ownership. This structure is managed by Gazprom Mezhregiongaz LLC (engaged in the transportation and sale of gas to consumers).
The minority shareholders of Nizhegorodoblgaz are dissatisfied with the decision of the Board of Directors of PJSC Gazprom Gas Distribution Nizhny Novgorod and the extraordinary meeting of shareholders to conduct an additional issue of company shares in favor of certain CJSC Financial Analytical Center, LLC Investment Partner and CJSC CityTrade. It is believed that these companies are controlled by high-ranking managers of Gazprom structures.
Minority shareholders say that the additional issue of shares of Nizhegorodoblgaz will lead to a “dilution” of the shareholding in favor of legal entities that do not belong to Gazprom, but are controlled by its top managers. In other words, the subordinates of Kirill Seleznev (Gazprom Mezhregiongaz) with the help of an additional issue want to withdraw the shares of Nizhegorodoblgaz from state ownership, which is a classic raider takeover. Rumor has it that the withdrawal of the assets of Nizhegorodobl-Gas is in the interests of the head of Gazprom Mezhregiongaz.
So, in the Nizhny Novgorod structures of "Gazprom" today there is a real mess associated with the withdrawal of assets, raiding and tax evasion. It seems that Seleznev has created a whole network of firms to take Gazprom's structures offshore. Soon the state may finally lose control over PJSC Gazprom Gas Distribution Nizhny Novgorod. In addition, the budgets of all levels receive less billions of rubles from Gazprom Transgaz Nizhny Novgorod. It also turns out that 12.27% of the shares of Rossiya Bank, previously owned by Gazprom Gas Distribution, safely “floated” to offshores controlled by relatives and friends of Kirill Seleznev.
By the way, the media previously wrote that during the Gazprom tenders, tens of billions of rubles go to the accounts of companies that belong to persons affiliated with Seleznev and are controlled by Kirill Gennadievich's half-brother, Ivan Mironov. Apparently, the time has come for the investigators to deal with both the head of Gazprom Transgaz Nizhny Novgorod, Vyacheslav Yugay, and the head of Gazprom Mezhregiongaz, Kirill Seleznev. Perhaps, first, the security forces will be able to stop the machinations of Gazprom in the Nizhny Novgorod region, and then throughout the country?
We add that simultaneously with these financial scams, the once socially responsible enterprise ceased to please the Nizhny Novgorod region with its production success. So, in 2015, plans for the gasification of settlements in our region were successfully thwarted. In particular, the construction of the gas pipeline branch and gas distribution station (GDS) Gorbatovka, the gas pipeline and GDS Mitino, the high-pressure gas pipeline Zarubino failed. Three more gas supply facilities were planned to be completed in the Arzamas, Sosnovsky districts and the Semenovsky urban district ...

The official, who turns 60 in August, said that he repented of his misdeed and asked to be released under house arrest to heal before the trial and sentence. But neither the Order of Honor received for the restoration of the burned-out Upper Vereya, nor the partial confession of guilt convinced the judge of the Court of Appeal. The defense will try to prove that Yuri Shchegolev could not influence the members of the competition commission and, therefore, there are signs of fraud in his actions, and not official bribery.
Yuri Shchegolev, one of the long-lived officials of the administration of Nizhny Novgorod, who served under four mayors, was detained red-handed near the Moscow railway station on May 2. In the Lexus salon, a representative of the Ivanovo construction company Dom handed him 800 thousand rubles. According to investigators, this was the final part of the bribe with a total amount of 6.5 million rubles, which the developer transferred to him for the fact that LLC SK Dom was recognized as the winner of the auction in 2016 for the construction of a small kindergarten in the residential complex Zenit ". At the same time, to the application of the only bidder with a price of 180.6 million rubles. There were complaints from members of the competition committee.
On May 3, at the request of the investigator, Yuri Shchegolev was arrested, he was charged with Part 6 of Art. 290 of the Criminal Code of the Russian Federation (receiving a bribe on an especially large scale). Appealing the decision to arrest, lawyer Vasily Pichak presented to the court medical records about a number of chronic age-related diseases of the official and award documents for the Order of Honor. Yury Shchegolev received a state award for leading the shock restoration of Upper Vereya and other Vyksa villages that burned down from the terrible forest fires of 2010. For three months of round-the-clock work, the villages of the fire victims were actually rebuilt.
The arrested director of the department communicated with the court via video conferencing from the pre-trial detention center. “I turn 60 in two months. I worked all my life and during this time I was able to do a lot: I built a circus in the city, a Sports Palace ... But at the end of my career, I stumbled, committed an unlawful offense before retirement, which I repent of. I confessed and I understand that in the end I will be convicted and it will be a fair decision, ”said Yuri Shchegolev. The prosecutor's office objected to the mitigation of the measure of restraint for the honorary builder of the Russian Federation, accused of taking a bribe.
Having carefully studied the certificates of the diseases of the person under investigation, Judge Maxim Ignatov denied the defense an appeal, explaining to Yuri Shchegolev that he would have to be in custody for some time. The prisoner's wife and daughter left the courtroom, barely holding back tears.
We add that Yury Shchegolev partially admitted his guilt: he does not agree with the qualification of his crime as a bribe, without denying the receipt of money. Apparently, his defense during the investigation will try to prove that, according to his job descriptions, the director of the construction department could not influence the competition commission and ensure the victory of a particular developer. Thus, by receiving money against an unfulfillable promise, he could commit fraud against the mayor's office contractor, and not take a large bribe from him, which is a particularly serious crime. The goal is to support the infrastructure "Providing technical support and operation of the interdepartmental segment of the state system for the production, execution and control of new generation passport and visa documents in 2009", a complex name means that nothing new will be produced, but simply this money will be spent on operation. Moreover, the money was planned for the whole year, and the competition was announced in July. It is reasonable to assume that they should have been proportionally reduced. The first call to Shchegolev was not reduced.

What the Organizers have achieved is that the difference of 200-300 million rubles has leveled off to 3-5%. Mage, you can't fool people. 200 million rubles for nothing - it's still money. What do the Organizers do? They allow "Lissie" to consider applications. In this case, when leveling the price, points for qualification come to the fore. And here we have everything under control, remember the experts? Accordingly, the most expensive bid for 495 million rubles, CJSC Open Technologies 98, wins. Remember Severov? On a contract with this company - "Cognitive Technologies". Remember the experts? But here we must not forget O.G. Dukhovnitsky, the seemingly inconspicuous head of the department. He is the Organizer and, as I understand it, the recipient. In the past, a major of the GRU, an honored person, apparently did his duty so much that he played too much and now in all the representative offices of Western companies he is affectionately called Duh. He is a good organizer - he assembled a team - the entire commission of the Ministry of Communications is his henchmen.
