How is fitness for military service determined and assigned category?

In accordance with Russian legislation, every citizen subject to conscription undergoes a medical examination. Based on the results of such an examination, the citizen is assigned a category of fitness for military service.

Let us remind you that in accordance with the law on conscription and military service, male citizens aged 18 to 27 years who are registered with the military or are required to be registered and are not in the reserve are called up for military service.

However, there are exceptions to this rule. Citizens are not conscripted for military service:

  • exempted from military duty;
  • exempt from conscription for military service;
  • who have been granted a deferment from conscription for military service;
  • not subject to conscription for military service.

The suitability of citizens for military service is determined according to the rules approved by the Decree of the Government of the Russian Federation of July 4, 2013, N 565 “On approval of the regulations on military medical examination.”

Based on the results of a medical examination, a citizen may be recognized as:

  • fit for military service;
  • fit for military service with minor restrictions;
  • limitedly fit for military service;
  • temporarily unfit for military service;
  • unfit for military service.

Therefore, based on the results of medical measures, a citizen is assigned one of the provided categories of fitness for military service (these categories are also relevant in 2019):

  • A - fit for military service;

In this case, a conclusion on temporary unfitness for military service (category D) is issued for a period of up to 12 months.

In case of disagreement with the conclusion of fitness for military service based on the results of a medical examination, that is, in case of disagreement with the assigned category, a citizen has the right:

  • undergo a control medical examination organized by the draft commission of a constituent entity of the Russian Federation;
  • undergo an independent military medical examination;
  • appeal to court the decision of the draft commission, including the draft commission of a constituent entity of the Russian Federation.

What are the influence of fitness categories for military service?

So, based on the results of passing a medical commission, the citizen was assigned a category reflecting his suitability for military service. How does this appropriation affect the fate of the citizen?
Depending on the assigned category, there are three possible options for a citizen’s further attitude towards military service:

  • he is recognized as fit for military service;
  • he receives a deferment from conscription for military service (in fact, this means a temporary exemption from conscription, which is given only to citizens subject to conscription);
  • he is exempt from military duty.

Each of the listed options is based on the corresponding decision of the military medical commission. And the commission makes a decision based on a medical examination and a conclusion on the state of health in relation to fitness categories.

Let us recall that the law on conscription and military service defines the following categories of military suitability:

  • A - fit for military service;
  • B - fit for military service with minor restrictions;
  • B—limitedly fit for military service;

What regulations governs

The main document defining fitness categories is the Schedule of Diseases, approved by the Ministry of Defense of the Russian Federation and medical services. It contains 88 articles, which corresponds to about 2 thousand diseases in different manifestations.

What are the categories of fitness for military service?

To form a combat-ready army, all conscripts undergo a medical examination, at which they are classified into one of five categories - A, B, C, D or D.

Categories A and B indicate the presence of good health or minor problems that will not become an obstacle to military service. But the other three categories serve as a reason for granting a temporary deferment or deregistration.

Factors preventing conscription

  5. Category “D” is complete unsuitability for conscription into the army under any conditions.

Detailed description of category "A"

Conscripts who received category “A” can be proud of their health. They are suitable for service in special forces or marines. This category is divided into 4 subgroups:

  1. Category “A1” is currently quite rare. To comply with it, the conscript must not only have ideal health, but also be suitable in terms of external indicators. The most severe selection takes place in the airborne troops. For example, the height of an applicant for category “A1” must be between 170 and 185 centimeters and weigh up to 90 kilograms. Naturally, vision and hearing indicators must also be ideal;
  2. The second degree “A2” is given to conscripts who fully correspond to category “A1”, but who previously suffered a serious illness or had fractures that did not lead to a deterioration in health. In fact, this subcategory is no different from category “A 1”, but you cannot get into the Airborne Forces with such a category. They won’t take her into the Marines either;
  3. The third degree “A3” implies minor health deviations. Most often these are minor visual impairments. Mostly, holders of this category serve in the internal, missile or chemical forces;
  4. The fourth degree of category “A” implies vision problems that exceed 20 degrees. Despite this, a conscript can serve in any army except those listed above. All other health indicators, except vision, must be ideal.

Detailed description of category "B"

Category “B” is the most common among military personnel and conscripts. Since most of the conscripts have some kind of health deviation, all of them are assigned category “B”. This category is divided into four groups, similar to category “A”:

  1. Category “B1” is assigned if the conscript suffers from a mild degree of any disease or allergy. These diseases cannot affect the general physical condition of the serviceman, therefore, with this category they are taken into assault brigades and border guards;
  2. Category “B2” is practically no different from the first category, except that the conscript, in addition to minor health problems, may have a small percentage of vision loss. Category A

Designation A indicates that there are no restrictions on service for a young man in the army, i.e. the conscript is healthy. However, there are 2 subcategories for this type:

Category B

A conscript with this type is considered limitedly fit for service. Such persons have serious illnesses that allow the young man to avoid military conscription in peacetime. There is still a myth circulating among people that people who have been assigned fitness categories B or D are not able to obtain a driver’s license. For example, some persons who have category B on their military ID (exemption from military service) upon expiration of the conscription period suddenly decide to work in some law enforcement agency (for which category A1 must be on their military ID). In this regard, the reasoning of the military registration and enlistment office is clear - he turned away from military service, and then suddenly decided to get a job, for example, in the Ministry of Internal Affairs - the military registration and enlistment office reasonably believes that such persons should not work in law enforcement agencies.

The suitability category simultaneously reflects two points. Firstly, it indicates the result of passing the medical examination (page 13 of the military ID), and secondly, thanks to the category, it is possible to determine whether the young man served at all. It is to reflect such information that page 2 is highlighted in the document. The commonly used meaning of the suitability group is usually indicated in the form of Cyrillic letters, although in some situations there is also a decoding. The category marked on the military ID must be exclusively one of the possible ones. For unambiguous verification when filling out a document, it will be necessary to identify the correspondence between the decoding of the category and its symbolic designation.


How to change your eligibility category for military service

Of course, such a possibility is provided for by law.

The holder of a military ID can himself initiate a review of the conclusion of the medical commission that made the initial verdict on the fitness of the conscript.

The first thing that is required is to fill out a written application, which will reflect the request to carry out another examination by the medical board. The rationale for this will be positive changes in health. This document will need to be sent to the military commissariat where you are registered. By law, after receiving your application, the military registration and enlistment office must assemble a medical commission that will re-examine you, taking into account the relevant medical documents you submitted. After this, the experts will make a new decision, on the basis of which they will confirm the category previously set on the military ID or change it to a new one.

If there is an improvement in the health of the applicant, doctors must upgrade the old category. And with a greater degree of probability the new one will be A/B.

If the military registration and enlistment office, represented by doctors, a commissar or anyone else, refuses you to pass the above commission, or the medical commission, with obvious improvements in health and a corresponding medical diagnosis, did not consider it necessary to change the category, you have every right to appeal the decision of the commissariat through the court.
