However, "friendship" with city administration officials originated much earlier, in those days when Evgeny Belov was the mayor. It was then that the newly-minted businessman Yakov Kamertsel began to appear in the city hall together with his business mentor Anatoly Derbush. The purpose of their visits was extremely simple - they needed money for a joint project.

It must be clarified that the name Derbush is quite well known in criminal circles. Three brothers Anatoly, Alexander and Alexei have long attracted the attention of law enforcement officers, and Alexander and Alexei were previously convicted of causing grievous bodily harm.

Of the three brothers, Yakov Kamertsel was closest to Aleksey Derbush, because they had so many things in common: love for expensive cars, which they drove by proxy, regular feasts with a large company, drink, smoke, show off. Employees of the best entertainment establishments in Omsk recall with horror the evenings and nights when they had to serve this company. The security of the establishments only tried to protect other visitors and themselves from restless VIP-clients littering with money. The police officers did not notice the young people at all, as if they were wearing invisibility caps.

It was Aleksey Derbush who introduced Yakov Kamertsel to his brother Anatoly, who by that time already had a fairly large, but not always successful, entrepreneurial experience. A number of projects together with the Tsirikidze family did not always bring the desired profit. A number of firms in which he was the founder have already ceased to exist by court order.

In 2000 and 2001, when his younger brother and the son of a police general toured the haunts of Omsk, Anatoly Derbush tried to get loans to develop his own business. Since his own name had already become a household name in the banking environment, and refusal followed refusal, he tried to resort to the services of his friend Alexander Moryakov, who quickly retrained from a feed mill security guard into an entrepreneur. Already in the second round, having traveled together to all the banks of the city, it became clear that they would not see a loan, the bankers directly said that they were not sure of the return of funds, because not only were there no sources of repayment of loans, but also any property in the property.

The failure did not stop Anatoly Derbush, on the contrary, it only provoked him, now he was ready to take on a partner who could help solve the financial issue. Such a person turned out to be very close, surrounded by his younger brother Alexei. Undoubtedly, the son of the head of the Internal Affairs Directorate could help not only in this matter, he could even become a guardian angel for the entire business of the Derbush family. Establishing a trusting relationship is much easier during joint recreation and drinking. And over and over again, during regular gatherings, Anatoly told Yakov about the possibilities of the entertainment industry - parks with various attractions, clubs, bowling centers, slot machines, bars. A fabulous and stable income that can ensure financial well-being for many years to come. It is only necessary to invest enough funds, which should soon return as a golden rain. And right now, a partner is needed who will help make the dream come true, and the Derbush brothers will take over all the work on organizing the business.

Yakov Kamerzel did not have to be persuaded for a long time, he wanted to earn money on his own for a long time, and besides, there is a chance to prove to his father that he can at least achieve something in this life on his own. It is only necessary to ask for a little help at the initial stage.

A suitable option was quickly found: a few calls to Yevgeny Belov from the leadership of the regional administration, organized by Kamerzel Sr., and the mayor's office is ready to lend financial resources. The only problem is that the mayor's office has no right to provide loans to non-state enterprises. Fortunately, Sergei Tolkachev, who served as director of the department of finance and economics, worked in Evgeny Belov's team. His idea was simple - it is enough to use some state enterprise as an intermediate link. It was easy to find such an enterprise, eternally subsidized from the city treasury MUPEP "Omskelektro", the shame of the Omsk power industry, which not only does not make a profit, but also cannot provide its own expenses. But, despite all the circumstances, it took a very long time to convince the director of MUPEP "Omskelektro" Alexander Myasnikov. Nevertheless, long conversations with Sergei Tolkachev and the loud names of Polezhaev, Kamertsel, Belov, which sounded in conversations, played their role - Alexander Myasnikov surrendered.

In October 2001, Realtorgservice LLC was specially registered, to which Yakov Kamertsel and Anatoly Derbush had no formal relationship. The same Alexander Moryakov agreed to become a representative of the company in obtaining a loan.

Naturally, they were not going to let the matter take its course, and in late 2001 and early 2002, during the preparation of documents, Yakov Kamertsel and Anatoly Derbush were frequent guests at the mayor's office of the city of Omsk. It was their faces that the employees of the mayor's office remembered as representatives of Realtorgservis LLC.

Efforts were not in vain, on February 15, 2002 MUPEP "Omskelektro" received a loan in the amount of 15,000,000 rubles for a period of three months at 23%. And on the same day, Alexander Myasnikov and Alexander Moryakov signed documents for a loan on the same terms: 15 million rubles, three months at the same percentage. Realtorgservice LLC was supposed to use these funds to create an amusement complex in the park named after the 300th city of Omsk.

The money from the account of Realtorgservice LLC evaporated in a matter of days, and the company ceased its activities. It is not known for certain where these budgetary 15 million rubles went, but the story of this loan did not end there.

As expected, after three months the loan was not repaid, and in order to somehow formally close the issue, officials of the financial department began to sign documents on the extension of the contract quarterly, but for two years the issue did not move forward. Apparently, Evgeny Belov was fed up with this whole situation and he raised the issue of returning the funds, since according to the agreement, only the amount of interest amounted to 7 million rubles, and this is not counting the amount of the principal debt - 15 million rubles.

And here Yakov Kamertsel already had to get out, but since he could not return the funds, he agreed to transfer two children's attractions, Boeing-747 and Storm-94, on account of the debt. Of course, the actual cost of these two large toys could not be 22 million rubles. Under what conditions the leaders of the Center for Intellectual Technologies LLC agreed to help the son of a high-ranking policeman is unknown, but the fact remains that the required amount was set in the assessment documents, and a penny for a penny. It is difficult to say how much the worn-out rides actually cost, but on April 14, 2004, the mayor signed an agreement on compensation, and the toy plane and helicopter were taken on the balance sheet by the culture department.

However, the acceptance of the Boeing 747 on the balance sheet did not in any way affect its actual location and the operation of the attraction. In the winter it was housed in the "Shopping Center" and in the summer it was displayed on the square in front of the mall, occasionally entertaining children for a small fee. This shabby miracle of technology attracted the attention of not only the townspeople, but also the local press. In June, the newspaper “Vash Oreol” published an article “Yakov Kamertsel bought a plane”, but the author, unfortunately, did not know that this plane belonged to the Omsk City Hall for a long time, and Yakov Kamertsel began to play other games a long time ago.

Thus, in 2004 LLC S.P. Express”, where Yakov Kamerzel and a German citizen Viktor Goering appear as founders, this will seem like a coincidence to some, but that was the name of Viktor Kamerzel before. In addition, in the same 2004, Yakov's wife, Anna Kamertsel, establishes Vodny Mir LLC, her partner is Vladislav Zavaleev, the son of the former deputy head of the Omsk Region Department of Internal Affairs, Peter Zavleev. Apparently, after the end of the scam with 15 million, he was no longer interested in his patrons and began to drink a little. As a result, in 2006 he was convicted for the murder of a drinking buddy, which occurred as a result of a quarrel that arose during another booze.

However, these 15 million did not help Yakov Kamertsel to fully and independently realize himself in business, and only the possibility of using administrative resources and the status of an untouchable helps keep his business projects afloat. The lack of rotation among the leaders of all branches of government in the Omsk region is the most favorable environment for the development of corruption. As a result, “nepotism and matchmaking” has spread, and unequal conditions have been created for representatives of small and medium-sized businesses, who are trying with all their might just to survive. The gradual destruction of independent media by both financial and administrative levers has created a false idyllic picture of prosperity in the Omsk region. The circle is closed.

However, the noise in the government of the Omsk region has already begun, Leonid Polezhaev dissatisfied with the work of ministers. Most of all, the Minister of Agriculture Nikolay Gushcha was guilty, because for the first time the governor admitted publicly that there are serious systemic problems in the agro-industrial complex of the region. Their consequences can be considered a stable rise in food prices, a decrease in the yield and quality of grain, a decrease in the number of cattle, and a decrease in the volume of milk produced. There is nothing strange in this, since tens of millions of rubles annually allocated within the framework of the national project "Development of the Agro-Industrial Complex" can be used to build one exemplary farm and proudly demonstrate it on regional television.

It is surprising to see a report from the village of Veseliy halt, namely, Russkoye Zerno LLC is registered there, but never hear anything about the production association named after the Hero of Labor Yakov Gering located there. Well, who dares to refuse the head of the Internal Affairs Directorate, who is considered the right hand of the governor. Viktor Ivanovich, on the contrary, maintains contacts with the shadow business, since, by virtue of his biography, he is considered an authoritative "entrepreneur", in addition, he is responsible for the operational management of joint business projects, both legal and clearly criminal in nature. There is nothing to fear, law enforcement officers bypass it a mile away.

Recently, Viktor Lautenschleger and Viktor Kamerzel try not to advertise their relationship and, as a result, their meetings are rare and non-public. The publications and reports about the farm named after the Hero of Labor Yakov Gering have disappeared, Evgeny Viktorovich Pavlushin, with whom Viktor Ivanovich is very familiar from working together in the "dashing nineties", has been appointed its nominal director and owner. In the 90s of the last century, many seemingly respectable businessmen created their initial capital in the criminal field. The most cunning and lucky of them survived and did not end up in prison. The success and prosperity of the Lautenschleger brothers is predictable, because at one time Victor Kamerzel became their partner, who later became the head Department of Internal Affairs of the Omsk region .

However, having fled from criminal prosecution from Kazakhstan, he did not even think what heights he would achieve in the coming years. The governor Leonid Polezhaev sheltered the Kazakh "werewolf in uniform", thus obtaining a very valuable ally, accustomed to carry out any orders, not embarrassed in the means. The official position of Viktor Kamertsel, his professional and personal skills, information coming through official channels - all this helped Leonid Konstantinovich more than once or twice, both in the fight against political opponents and in solving various issues of redistribution of property.

Victor Kamerzel, and before that he did not differ purity of uniform, having received support at the highest level, without hesitation, he began to make up for everything that was left in Kazakhstan. And it is quite natural that at the initial stage, operations of a frankly criminal nature could bring the greatest income. Here, the capabilities of the Lautenschleger brothers became so necessary, who, under the "roof" of the powerful policeman, entered the circle of the most influential criminal authorities in the city of Omsk.

Ivan Ivanovich Lautenschleger chose one of the most difficult, but also the most profitable type of criminal business - drug trafficking. In a short time, he managed to become one of the largest wholesalers of the deadly potion. Competitors fell into the hands of the police with enviable regularity, and he easily managed to get away with it. Not only a strong friendship with Viktor Kamerzel and common financial interests over and over again saved Ivan Lautenschläger from prison bunks. Seduced by easy money and not doubting his impunity, under his strict guidance, Yakov Viktorovich Kamertsel, the son of the head of the Omsk Region Department of Internal Affairs, learned the basics of the drug trade. Control over drug supply channels from Kazakhstan to Russia brought huge income, but such activities could not continue indefinitely.

In early 1998, Ivan Lautenschleger was detained by the FSB while trying to sell 4.5 kilograms of raw opium. Such a large weight was automatically supposed to provide several years in prison, but even here the police general found his own leverage. Since the case could not be closed, he made every effort to secure the most lenient sentence possible. As a result, the Pervomaisky Court imposes a suspended sentence of three years in prison, which is practically a mockery of justice.

This lesson was not in vain, Ivan Lautenschleger decides to use part of the assets to create a legal business, it was he who came up with the idea of ​​\u200b\u200bcreating Russian Bread LLC. Money is just paper and anything can happen to them, it is much more convenient to own your own production, which, among other things, will bring a constant income. Victor Kamerzel approved the initiative and even asked to register his son and his wife as employees at the enterprise.

The owner of the enterprise is Viktor Lautenschleger, who will have to provide for the family in case of problems, because Ivan Ivanovich was not going to refuse the main income.

Premonitions did not deceive him, in 2000 he was again detained, this time together with Yakov Kamertsel, and again a large consignment of drugs was in his hands. This fact is widely known in Omsk, it was repeatedly mentioned by Omsk policemen in their appeals to Vladimir Putin and Boris Gryzlov. Victor Kamerzel threw all his strength into the collapse of this case. Ivan Lautenschleger is urgently sent to Kazakhstan through a special channel, and from there by plane to Germany. All documents about the detention of the son of the police general are destroyed, the officers who took part in the operation are ordered to forget everything.

If this happened in another country, for example in Turkey, the highest measure would be provided, and, moreover, regardless of the posts held by the closest relatives. Omsk has its own concepts, and the laws of the Russian Federation do not apply to all citizens. And although Ivan Lautenschleger is still on the federal wanted list, it is reliably known that he has already managed to visit his homeland incognito on one occasion.

Yakov Kamerzel independently continued selling the white "potion", and in order to minimize the risk of arrest, and at the same time cut off competitors who spread their wings, he was appointed head of UBNON Valery Kalganov- one of the most devoted and cruel subordinates of Victor Kamerzel. He completed his task successfully, the drug dealers walked in formation and in full accordance with his instructions. The business of Yakov Kamerzel flourished and the money earned helped him become a "respectable" businessman. Approximately the same level of cleanliness as Victor Lautenschläger, who also ran a family business, created, among other things, with funds from the drug trade.

In almost every project of Viktor Ivanovich, there was a scheme for additional profit-making in violation of Russian laws. Like his older brother, he earned his initial capital by criminal means and was rightfully considered one of the leaders of the "chemist" organized crime group. Most of its leaders tried to legalize the funds received, but only Viktor Lautenschläger managed to fully diversify his business and significantly increase his income.

The first business schemes of Viktor Lautenschläger could have led him to financial ruin or imprisonment, if not for the help from Viktor Kamerzel, who, by virtue of his position, could not do business himself, but to help at an opportunity - why not.

The commercial operations of the firms Stella and Vilurch, owned and managed by Victor Lautenschläger, were aimed at maximizing profits, and various legislative obstacles were ignored as an annoying nuisance. Such actions more than once or twice attracted the attention of law enforcement officers who were ready to provide the court with facts confirming the violation of the law by the entrepreneur, but alas, the head of the Internal Affairs Directorate could not allow this, giving the “correct” orders not only to his employees, but also blocking work other structures in relation to his friend, provided him with the status of "untouchable".

Also, huge funds were received from the resale of stolen cars, which were supplied to the city of Omsk by former police officer Yevgeny Starovoitov. One of the organizers of the scheme is the same Valery Kalganov, who at one time headed the Leninsky regional department and for some time was the head of Starovoitov. The stolen car needed to be legalized and sold. It was at this stage that the capabilities of Viktor Lautenschleger were needed, who received “clean” documents for cars and sold them.

The internal security service of the Internal Affairs Directorate of the Omsk region did not notice numerous signals about the execution of these documents for stolen cars by the traffic police. If this information (see the official organ of the Ministry of Internal Affairs of the Russian Federation, the newspaper "Shield and Mech" No. 11 for 2007) had not reached the Novosibirsk Region, where the ORB of the Main Directorate of the Ministry of Internal Affairs for the Siberian Federal District could not have missed such egregious facts of corruption in law enforcement agencies, this group could still work. It is difficult to call this operation a triumph of justice: of the four dozen members of the criminal group, only five were charged. Yevgeny Starovoitov successfully escaped punishment by faking his own death. The surname Lautenschleger was never mentioned during the investigation, because Valery Kalganov made every effort to ensure that Viktor Yakovlevich's "precious" friend did not suffer in any way.

Many “businessmen” friends of Viktor Lautenschleger, who once revolved around the Monopole, Sa-Bon, Sa-Bon-M enterprises, the Okhotnik restaurant, and the Lotos cafe, now act in a completely different role. Some of them are on the federal wanted list, the rest are interrupted by odd jobs. Somewhere Mr. Yu. Muchuneri is hiding, who once surprised the whole of Omsk with his ability to make money out of thin air. There is less and less news about the closest friends of Viktor Lautenschleger - the brothers Derbushes and Alexander Yalovets, personalities very famous in criminal circles.

The Derbush brothers at one time communicated very closely with Yakov Kamertsel, and the younger Derbush was his constant drinking companion in numerous drunken brawls that were regularly held in the entertainment establishments of the city of Omsk. The incident that happened to an employee of Atlantis after one of these drinking bouts is still passed from mouth to mouth by the staff of this institution.

Also, together with the eldest of the Derbush brothers, Yakov Kamerzel stole funds from the city treasury, allegedly to create an amusement park. Years later, fearing publicity and under pressure from his father, he had to "repay" the debt with worn-out rides. The business never took off. Anatoly Derbush is still trying to implement his projects in the entertainment industry, but ambitious plans fall apart over and over again.

Viktor Ivanovich, on the other hand, is all afloat and “rows” without getting tired. However, he did not put all his eggs in one basket and simultaneously developed his Russian Grain and Russian Bread enterprises. On the grain market, known for its criminal specifics, he could not have any problems. And with the advent of the national project "Development of the Agro-Industrial Complex", business activity began to go off scale in all respects. After all, it is not difficult for Viktor Kamertsel to get, for example, 42 million rubles of a preferential loan, for which it is not necessary to pay, even if Sberbank receives its money through the court. But even with a court decision in hand, it is not so easy for the bank to get its 3.7 million rubles, for some reason the bailiffs are in no hurry to fulfill their duties. A few months earlier, the German Pavel Goetke also tried to return his four million rubles, but here in Russia, the court decision may turn out to be just a piece of paper when it comes to the friends of the police general.

However, all these dirty stories could not tarnish the reputation of Viktor Lautenschleger, and in 2008 he was allocated a new loan, even more, already for 62 million rubles, because you need to pay off the debt on the old obligation with something, it’s stupid to do it out of your own pocket .

Victor Kamerzel has already earned enough money to provide for his children and grandchildren, but as the proverb says “appetite comes with eating” and therefore Omsk residents are more and more surprised every year, looking at how the general’s relatives and henchmen seize huge land plots, factories and enterprises . Not resting on their laurels, they are trying to put their hand into the pockets of ordinary citizens, arranging grandiose experiments to redistribute the telecommunications market, construction and payment for utilities.

Expecting the worst, Viktor Kamerzel's relatives are urgently trying to pump out more funds from the city treasury into their newly registered firms, winning all the tenders in a row. And you will be very much mistaken if you think that they, as diligent owners, will develop their business, taking care of the city and ordinary Omsk residents. As has been demonstrated more than once, care is shown only for one's own pockets, and how many people have suffered from their actions, only the higher powers know.

Only a change in the “top” of the executive branch will help transform the system that has developed over decades and spends most of its energy on maintaining its own viability. An elementary rotation of personnel would fundamentally break the vicious system of mutual responsibility, such a step would remind many officials that they can very easily lose their privileges. And maybe one of them will think about why they occupy their official chairs: in the name of the interests of the state or their own.

Apparently, in Moscow the situation is assessed adequately, and Viktor Kamertsel is already “on the pencil” of high-ranking officials from the Ministry of Internal Affairs, the question of his resignation is a matter of time. Maybe it will happen soon? After all, it was no coincidence that the inspectors from Moscow came in exactly at the end of his vacation ...

Another thing is that the moral state of individual employees does not allow ensuring public order. He kicked them out, and a month later he was given a report that the new policemen at the same station were doing the same thing. The departure of Kamerzel from the region is a minus for the region. He worked all his life in the police and did not go into business, as did many others. True, they then returned to the police, transferring the business to his wife. Camerzel is not like that. I definitely think that Kamerzel is a decent person. I don't know what's on his mind, but I'm sure he'll find a job. Competent, experienced, self-organized person.

On the night from Saturday to Sunday, the 38-year-old son of the former head of the Internal Affairs Directorate for the Omsk Region, Yakov Kamertsel, died in the regional clinical hospital. The official cause of death is cancer. The patient died right on the operating table.

Today, October 21, in the Lutheran Church on Rozhdestvensky, 2, the funeral of the deceased was held. Not only relatives came to say goodbye to him, but also numerous colleagues and acquaintances of General Kamerzel, one of the most influential security officials of the era of Governor Polezhaev.

Among the first to appear on the bench of relatives were two middle-aged men who kept brushing away tears. Judging by the strong resemblance, they were the brothers of Victor Kamerzel. Then the wife of Yakov Camertsel came up, who seemed to be in some kind of stupor.

Father, Victor Kamerzel, held firm, realizing that it was hard for the rest without it. He was sitting on a bench with relatives and, with a trained eye, he immediately spotted the representatives of the press, recognizing the photojournalist of BK55 in the face. Nevertheless, Kamerzel Sr. behaved tactfully and did not escort the journalists out the door, but only hid behind a special curtain, as if fencing himself off from the outside world.

However, in Lutheran churches, grieving relatives can be either next to the deceased or behind a special screening curtain. Relatives and friends soon began to pull up, and the memorial hall literally drowned in living bright red roses and luxurious wreaths.

Moreover, the wreath from the parents was made not from artificial, but from real living red roses and spruce branches. Family friends approached the lacquered oak coffin. One woman could not stand it and began to sob. The father-camercelle shuddered, blackened his face, instantly aged and lowered his gray head. In the coffin lay his son, drowning in scarlet roses, not at all like the plump man in the photograph.

To everyone who came without flowers, the staff of the funeral service carefully handed the same roses. It is worth noting that the area in front of the Lutheran church was prudently cleared with a tractor for the arrival of distinguished guests, and the traffic police officers who cordoned off the church monitored traffic safety. Already in the morning of the temple, an incredible number of luxury cars have accumulated.


Literally, the children of Yakov Kamertsel, a girl of 7-8 years old and a boy of 12 years old, were brought to the funeral ceremony. The girl was crying bitterly and cuddled up to her mother. And the boy, who looked like his grandfather, was courageously silent.

He looks like his father and grandfather, - the regional officials whispered admiringly, noting the boy's resilience.

Meanwhile, the eyes of many present at the funeral were full of tears. Finally the priest came and began the ceremony. Victor Kamerzel stood all this time with his head bowed. Through the narrow long windows, right during the heartfelt service, sunlight began to break through, which in a few minutes literally filled the entire space of the temple. At that moment, the priest asked everyone to remember the deceased.

After the service, the pastor asked those present to leave so that the relatives could say goodbye to Yakov Kamerzel in private. Finally, the coffin and the cross were taken out of the room. It was carried by young male volunteers.


Officials and security officials, relatives and friends who came to support Kamerzel Sr., formed a living corridor, letting the procession through. Gradually everyone boarded the buses. Viktor Kamerzel and his relatives got into a minibus. He never put on his hat, despite the cold.

Yakov Kamertsel was buried at the Novo-Yuzhnoye cemetery. The commemoration was held at the Helios restaurant in the Molodezhnaya hotel.
